What They Are:
Talent release forms are just what the name means, they are releasing their image in connection with the film and the film's promotion for your use.
Why You Should Have One:
At the moment, the people you may use may have no reason to not want to be connected to your film, that can change at any moment. Worst case is that you have finished your film and an actor comes back and says they are not happy with their performance and do not wish to be in the film. Without the signed release, you cannot screen the film. The actor may also try to hold you for ransom over the film, saying that unless you pay them some large amount of money, you cannot use their image. They have you over a barrel as you are the one that has done all the hard work, they know you are going to pay.

In regards to an actor trying to come back years later and suing you for more money, simply add this clause to the bottom of your release form
"I understand the total sum I will receive for appearing in this film will be ___ amount (in USD) regardless of how much or how little the producers make from screenings, distribution, sales, or any other sort of financial considerations, at the same time, I understand I will not be held financially responsible in any way in relation to this film and any legal liability will be held soley by the producers and my name would be exempt from any legal proceedings."
